Jerry Chouinard
Consultant

Jerry Chouinard has over 37 years of experience working with public policy, specifically in the area of federal appropriations.

Prior to his becoming a Legislative Advisor on federal appropriations matters in 1998, Mr. Chouinard served as Manager of the "Front Office" in the US House of Representatives Committee on Appropriations for 32 years - the longest-serving Appropriations staff member in the history of the US House of Representatives. The "Front Office" directly serves the Committee Chairman and is the headquarters for all Committee operations.

During his time in the "Front Office," Mr. Chouinard worked with members and staff of all thirteen Appropriations subcommittees, developing an in-depth knowledge of the dynamics and personalities of the appropriations process. He provided counsel and assistance on procedural and parliamentary processes, and developed a comprehensive understanding of the authorizations process, general and supplemental appropriations bills, continuing resolutions, rescissions, reprogrammings, conference dynamics, and rules of appropriations bills and conference reports. Mr. Chouinard also monitored and worked on issues related to the work of the Committee, such as that concerning the budget process, including budget authority, outlays, unobligated and unexpended balances, trust funds, revolving funds, and other fiscal and budgetary issues.

Through his experience working with the Committee on Appropriations, Mr. Chouinard developed personal relationships with both House and Senate Appropriations staff, House and Senate Members and their staff, and numerous Executive Branch officials.

Mr. Chouinard also served one year as a staff member with the United States Secret Service in the Washington Field House. In addition, Mr. Chouinard served in the U.S. Army, being assigned to the 4th Army Security Agency Field Station located in Asmara, Eritrea, Ethiopia.
