Tom Netting more than 18 years of experience in the public policy arena with specific expertise in issues related to higher education & workforce development, health care, and veteran affairs policies and the procurement of federal appropriations.

Prior to joining Jefferson Government Relations, Mr. Netting served as Corporate Director of Government Relations for Corinthian Colleges, Inc., a publicly traded group of over 90 institutions of higher education located in more than 26 states. In this role, Tom, directed the corporation's legislative and regulatory policy agenda, implemented the statutory and regulatory changes mandated by the 1998 Amendments to the Higher Education Act of 1965, and managed the Student Financial Aid and Audit and Compliance Departments for the corporation – routinely working with Department of Education officials at both the regional and national level.

Earlier, Mr. Netting served for more then ten years as a lobbyist and senior accreditation specialist for the Career College Association (CCA), a national trade association representing the interests of over 1,000 for-profit institutions and the hundreds of thousands of students they educate and train annually. During his tenure as an accreditation specialist, Tom conducted over 150 visits to institutions of higher education to evaluate their compliance with the Department of Education’s regulations and the accrediting commission’s standards. As a lobbyist, Tom first participated in, and then led, successful reauthorization campaigns for both the Higher Education and Workforce Investment Acts.  Following the enactment of both the 1992 and 1998 reauthorization of Higher Education Act, Tom was selected by the Secretary of Education to participate as a federal negotiator in Negotiated Rulemaking Sessions to develop the regulations implementing the law.

Mr. Netting's background and experience have afforded him the opportunity to view the development and implementation of federal higher education and workforce development policy in their entirety - from the development to enactment of policy on Capitol Hill, through development and promulgation of regulations by the Department of Education, to institutional policy revisions and implementation at the institutional and corporate level.

 Some of Mr. Netting’s accomplishments include:

  • Establishing the Higher Education Allied Health Leaders (HEAL) Coalition to promote the interests of allied health professionals attending proprietary institutions of higher education.
  • Securing the enact of several amendments to the Higher Education Act of 1965 developed, drafted and advocated for by Mr. Netting on behalf of his clients.
  • Ensuring inclusion of key HEA reauthorization provisions in both the House and Senate bills currently pending before Congress.

 

Accomplishments (continued):

  • Obtaining $1.74 million in federal financial support for National Demonstration Projects to reduce student test-taking anxiety and prevent student dropouts and teacher attrition to help ensure that the goals of the No Child Left Behind Act are achieved.
  • Mediating successful resolution with the Department of Education on behalf of various clients, resulting in the publication of favorable guidance in the form of both clarifying letters and actual revisions to the regulations.

Mr. Netting currently serves as:

  • Executive Director of the Higher Education Allied Health Leaders (HEAL) Coalition
  • Editorial Advisory Board Member of the Career Education Review – The Career College Information Source
  • Board Member of Fairways to Habitat – Supporting Habitat for Humanity builds in the Maryland, Virginia and the District of Columbia

And has previously served as:

  • Member of the Career College Association’s Legislative Advisory Council
  • President, Snowdens Mill Homeowners Association

Mr. Netting received a Bachelor of Arts from Presbyterian College in Clinton, South Carolina.
