Patricia Power advises and assists clients in their relationships with the federal government, Executive branch agencies, and Congress. In her representation of tribal and local governments, corporations, and trade associations, Ms. Power works with legislators and executive branch employees to gather information to support our clients' positions as well as to develop and promote their public policy positions.
Ms. Power has extensive experience representing clients on U.S. Corps of Engineers (COE) projects. She has worked closely with the COE in Washington, D.C. and in Jacksonville, Florida, developing strong relationships with key COE decision-makers. In addition, she has solid and long-standing relationships with both the congressional offices and with congressional committee members and staff responsible for the relevant environmental and water programs.
Ms. Power was a Vice President in the Environment & Safety practice of The Jefferson Group, Inc, the direct predecessor of Jefferson Government Relations, LLC (Jefferson). Before joining Jefferson, Ms. Power worked for the law firm of Stuntz & Davis, where she monitored federal legislative and regulatory changes to Superfund and the Clean Air Act and analyzed how such changes might affect her clients' businesses.
Ms. Power served as Senator John Heinz's Legislative Assistant for environmental and energy issues. She advised the senator on all environmental and energy issues before the U.S. Senate and the concerns and needs of Pennsylvania's businesses and local governments. In addition, Ms. Power assisted business constituents and the state and local governments in resolving their problems with federal agencies.
As a consultant to the Environmental Protection Agency (EPA) at ICF Kaiser International, Inc., Ms. Power drafted regulations and supporting documents for the EPA Office of Solid Waste and Emergency Response. The regulations covered Superfund, and Resource, Conservation, and Recovery Act programs, including underground storage tanks.
Ms. Power was an Attorney-Advisor in the EPA Office of Water and Office of Legislation before associating with ICF. As Attorney-Advisor, she drafted legislation and regulations affecting the Clean Water Act implementation, and toxic tort studies required under Superfund.
Ms. Power received a law degree from the Washington College of Law at the American University and a bachelor's degree in Economics and Political Studies from Adelphi University.
