photoWilliam "Bill" Ratchford has served in the U.S. House of Representatives, the Connecticut State Legislature, and the U.S. General Services Administration before joining Jefferson Government Relations, LLC (Jefferson). As a former lawmaker, attorney, and lobbyist with successful managerial, legislative policy, and commercial transaction experience, Mr. Ratchford provides our clients with assistance in legislative, political and public affairs.

As the Congressional Representative for Connecticut's 5th District, Mr. Ratchford served two terms on the House Appropriations Committee as a member of the Interior and Transportation subcommittees. In addition, he also served three years as a member of the House Education and Labor Committee. Because of his hard work in Congress, he was voted President of the Democratic Class for 1980. He also became a member of the Democratic Whip Organization and was part of the Steering and Policy Committee for the Democratic Party. Respected by his colleagues, he has remained an influential figure on Capitol Hill.

As the state representative for Danbury in the Connecticut State Legislature and Speaker of the House, Mr. Ratchford was officially recognized for leading bipartisan reform of the legislature and became President of the predecessor of the National Conference of State Legislatures. However, one of his most prized roles was that of Commissioner of Aging Services, where he oversaw an agency responsible for coordinating all aging services in Connecticut and leading efforts to reform nursing home care in the state.

In his most recent role, Mr. Ratchford served as Associate Administrator of Congressional Affairs and Intergovernmental Relations for the General Services Administration. During his tenure with the GSA, he coordinated the agency's legislative activities with emphasis on public building development and usage, government procurement, information technology, federal travel reform, long distance telephone services for federal agencies, security, and child care facilities.

Mr. Ratchford is an alumnus of the University of Connecticut, were he completed his undergraduate work, with honors, in Political Science, and of Georgetown Law School, where he earned his Juris Doctorate and served on the Law Review. In addition, Mr. Ratchford has held several adjunct positions at Georgetown University and has conducted private lecture series for the Washington Post.
